19(A)(1) requires roll-out containers to be placed within two feet of the town's street right-of-way for collection, on a schedule the Town Manager sets on the Public Services Department's recommendation. The obligation runs both ways: once collection happens, the property owner or resident has to remove the roll-out container from within the street right-of-way, rather than leaving it curbside between collections. 19(A)(2): each dumpster has to sit where an approved site plan designates it, and if the need for a dumpster arises after site plan approval, or because waste generation outgrows three roll-out containers, the Public Services Department picks the dumpster pad location itself.

Wherever a dumpster or dumpster pad ends up, it can never sit within the town's public rights-of-way, and it can't be serviced or collected from a right-of-way either. Together the two placement rules mean a resident's cart has a narrow, temporary window at the curb on collection day, while a commercial dumpster's location is fixed by site plan or by Public Services and kept off the right-of-way permanently.
