Kill Devil Hills runs its own solid waste program out of the Public Services Department rather than leaving collection to private haulers for residents. 15(A) turns that service into a mandatory obligation on the property side: every improved property must have a town-approved waste container, roll-out container or dumpster on site, and it has to be used for the collection of rubbish. 15(B) sets the container requirement by property type, covering private homes, rental cottages and general businesses such as gift shops, real estate offices, banks and home occupations, sized to the volume of waste the property generates or is expected to generate.

15(B)(3) fixes minimum container counts by bedroom count for single-family homes, running from one roll-out container for one to four bedrooms up to two dumpsters for a home with more than 18 bedrooms, with an extra roll-out container required once a four-bedroom home sits east of US 158. 15(C) requires the owner to buy a bigger one after the Public Services Department flags it. 16, and containers become the property owner's responsibility once purchased through the town.
