Kill Devil Hills, NC Trash & Recycling: Holiday Pickup Schedule (2026)

Kill Devil Hills' code doesn't fix a specific list of holiday collection dates; instead § 50.19(B) hands that job to town administrators so the schedule can be adjusted year to year. § 50.19(B)(1) gives the Board of Commissioners authority to establish, and to amend from time to time, the schedule for regular collection of refuse at all residential and commercial sites in town. § 50.19(B)(2) then carves out holidays specifically: holiday collection schedules are established by the Town Manager, acting on the recommendation of the Public Services Department, rather than by a separate Board vote each time.

That two-track structure, Board of Commissioners for the standing weekly schedule and Town Manager for holiday shifts, means the operative dates for any given holiday live in the Town Manager's administrative schedule rather than in the ordinance text itself. Because the placement rule in § 50.19(A)(1) still applies on holiday weeks, residents' roll-out containers have to go out within two feet of the street right-of-way on whatever day the Town Manager's holiday schedule sets for that week, and still have to come back off the right-of-way once collection happens.

The same enforcement structure that applies to routine collection carries over to holiday weeks: a container left at the curb outside the two-foot placement window, or not removed once the shifted pickup has run, is treated as a violation of § 50.19 like any other week, subject to the notice and general-penalty process elsewhere in Chapter 50 and § 10.99.
