Lynwood Municipal Code sets where and when carts may be placed for collection. Containers go at the curb, may not be set out before 6 p.m. the night before pickup, and must be removed promptly after collection.
LMC Section 9-1.18 requires materials placed for collection to be set out along the street, as close to the curbside as possible, or between the roadway and property line where there are no curbs; nothing may be placed in alleys or other non-street locations. Section 9-1.19 governs timing: containers must not be placed along streets or alleys before 6:00 p.m. the evening before collection, and must be promptly removed immediately after collection. The franchise hauler also directs residents to place the container with wheels against the curb by 7 a.m., keep it three feet from cars, mailboxes, and obstacles, and remove it the same day. Section 3-13.2(q)(10) treats carts visible from the street between collections as a nuisance.
Placing carts out before 6 p.m. the prior evening, leaving them out after collection day (Section 9-1.19), or putting materials in alleys rather than curbside (Section 9-1.18) violates the code and is enforceable by the city.
