Lynwood, CA Trash & Recycling: Bulk Item Disposal (2026)

Lynwood Municipal Code § 9-1.15 governs how an oversized item that cannot fit into a standard garbage or rubbish container goes out for pickup: it may be placed for collection the same way and in the same locations as a container, provided no single item exceeds four feet in length, two feet in width, or sixty pounds. Anything heavier, longer, or wider does not qualify for routine curbside pickup under this section. Section 3-28.2(a) separately defines a 'bulky item' as discarded furniture, carpets, mattresses, household or industrial appliances such as refrigerators and other similar items, an abandoned vehicle or its parts, or any object that exceeds the size or weight the city's franchise waste hauler allows in a household or commercial container.

Under § 3-28.3, it is unlawful and a public nuisance to place, throw, drop, deposit, sweep, dump, or leave a bulky item, or any other rubbish, refuse, debris, garbage, or waste matter, on a public street, sidewalk, alley, or right-of-way, except when it is placed in a container the city has designated for that purpose. Each act of illegal dumping at the same site counts as a separate violation, even on the same day, and the person responsible must pay for cleanup and any city enforcement costs.

Hiring someone else to dump a bulky item illegally carries the same joint liability as dumping it yourself. Violations are enforceable through criminal prosecution, civil action, administrative citation, or civil penalties under § 3-28.3(f).
