Lynwood Municipal Code § 9-1.6 authorizes the city to provide rubbish and garbage collection service either through city forces or by contracting with an independent hauler; the city council can grant that contractor exclusive or nonexclusive rights citywide, or limit the grant to particular areas, districts, or classifications of customers, while withholding those rights from others. The City Treasurer keeps an accurate record of service and collections at every address under § 9-1.9, and, per § 9-1.7, the city does not remove waste from doctors' offices, hospitals, veterinary offices, and similar institutions unless the city council specifically authorizes that service by resolution or minute order, or the property sits in a commercial zone.

Only the collector authorized under this framework, meaning the owner, the owner's agents or employees, a city officer or employee, a party under contract with the city for collection, or a private hauler licensed by the city and under contract with the property owner, may handle a placed container: § 9-1.5 makes it unlawful for anyone else to tamper with, injure, destroy, or remove any container, bin, or other collection equipment, and § 9-1.13 separately bars meddling with a container's contents or relocating it without authorization.

Refuse set out for pickup must also originate from the premises where it is placed, under § 9-1.8, so materials cannot be hauled in from elsewhere and left for the city's contracted collector to take.
