Section 15-2-4 of the Orem City Code, Placement or location of receptacles and containers; spillage, sets the exact window for putting a residential cart out and pulling it back in. on the day of collection itself so the automated truck can service them on its route. On the back end, the same section requires every empty receptacle to be pulled back from the curb as soon as practicable after it is emptied, and in every case no later than the same day it was emptied, so a cart cannot sit curbside for days after pickup.

Properties with deep lots or long private driveways don't get an exception from this timing; instead, Section 15-2-4 requires the resident to bring the receptacle out to the street entrance of the drive so the collection vehicle can reach it. The same section makes the user of a receptacle responsible for picking up any solid waste that spills or ends up outside the container, though the solid waste vehicle operator only has to clean up a spill it actually caused, and it separately makes it unlawful to block or hinder the City's or a contractor's access to any receptacle or container.
