Section 15-2-9, Dumping Prohibited, reaches anyone who places, deposits, buries or dumps solid waste or other nuisance matter on a lot, street, alley, or into a waterway or a container 'not intended for his or her use' within Orem's corporate limits, unless the disposal is done through the Chapter 15 collection system. The prohibition covers vacant lots, ditches, canals and containers belonging to someone else, not just open land. Related sections sharpen the ban: Section 15-2-10 separately criminalizes collecting or disposing of unmarked barrels or hazardous waste, with violations grounds for criminal prosecution and, for a licensed solid waste contractor, suspension or revocation of its City permit.

Section 15-2-8 bars letting solid waste accumulate on a premises for more than one week without written City approval, and caps other excluded materials at thirty days. City representatives may inspect a property under Section 15-2-12 with a warrant, the owner's consent, or when the violation is in plain view, and anyone cited has three days after written notice to bring the property into compliance. Section 15-1-9, Penalties, makes any violation of Chapter 15, including the dumping ban, a Class B misdemeanor, and specifies that a separate offense is committed for each day the violation occurs or continues, so an uncleaned dump site can generate a new charge daily until it is remediated.
