Perth Amboy, NJ Trash & Recycling: Bin Placement Rules (2026)

Section 243-3 of the Perth Amboy City Code sets the set-out rule for all garbage, refuse and rubbish collected by the City or a private collector. Waste must be bagged in plastic of a minimum of three mils thickness and placed in a thirty-two-gallon container or a ninety-five-gallon container for automated collection. Containers go along the curb not sooner than one hour before sunset of the day prior to collection in residential areas, and not sooner than 5:30 p.m. of the day prior in commercial areas. Everything must be removed from public view by 8:00 p.m. on the day of collection.

Containers and receptacles need tight-fitting covers so nothing spills or leaks. A residential user cannot leave more than three thirty-two-gallon containers per dwelling unit for City collection, and recycling containers do not count toward that limit. Each container or receptacle is capped at 50 pounds, except when using the automated container. Section 243-13 allows only plastic receptacles, with an exception for metal containers classified as dumpsters, and § 243-12 makes it unlawful for a residential or commercial property owner to permit open or overflowing bins.

For the City-issued ninety-five-gallon green cart, § 243-3(C) requires placement at the edge of the roadway adjacent to the curbline with the front facing the street, free from any obstruction that would interfere with the lifting and dumping of the cart by the truck operator. Materials must be drained and free of all liquids.

In a building occupied by more than one tenant, § 243-4 makes the owner responsible for providing receptacles for each tenant and for seeing that they are placed on the curb and removed as required.
