Southaven, MS Trash & Recycling: Bin Placement Rules (2026)

Sec. 7-8 controls where a garbage cart sits for pickup in the City of Southaven. Carts go immediately adjacent to the curb. On a street with no curb, the cart goes adjacent to a paved roadway, and in every case it stays out of the street. If the front yard is fenced, the cart goes outside the fenced area, still not in the street, because sanitation personnel will not enter a fenced area to collect refuse. The public works director can grant waivers of Sec. 7-8 in hardship cases.

The section also sets ground rules for the crews. City collectors will not enter any structure to collect refuse, and they cannot accept gratuities from the people they serve. Refuse cannot be stored in close proximity to personal effects that are not meant to be collected. It has to be reasonably separated so collectors can clearly tell what is to be collected and what is not.

Other sections in Title VII shape the set-out. Sec. 7-7 requires lids or covers to stay tightly closed except when refuse is being deposited or removed, requires containers in good condition, prohibits fifty-five-gallon drums as garbage containers, and requires garbage placed in carts to be bagged. Sec. 7-10 requires garbage to be drained of liquids before it goes in the cart. Sec. 7-7 also makes the household responsible for securing a city-owned cart against theft and damage at all times except when it is curbside between 6:30 a.m. and 6:30 p.m. on scheduled collection day, or at times the director sets. Sec. 7-23 separately limits how long a cart can sit in front of the building line.
