Sec. 7-23(a) puts the duty on any person in possession, charge or control of a premises in the City of Southaven. The cart assigned to or used by that premises cannot be located in front of the primary structure's building line at any other time than the window running from the evening of the day before the regularly scheduled collection day until 6:30 p.m. on the scheduled collection day. The printed text of the subsection is garbled where it names the start of the window (it refers to the p.m. hours of the evening before), so the code fixes the end time, 6:30 p.m., but does not print a starting clock hour.

Sec. 7-23(b) gives the public works director room to adjust. During inclement weather and other extreme circumstances the director can extend or otherwise modify the stated hours to complete a collection route. Watch for those changes on collection week, since the modified hours replace the standard window.

Related rules in Title VII: Sec. 7-7 makes the household responsible for securing a city-owned cart against theft and damage at times other than when the cart is curbside between 6:30 a.m. and 6:30 p.m. on scheduled collection day, or at times the director establishes. The cost of loss or damage from a failure to secure the cart falls on the person in charge of the premises, who must report damage or loss to the sanitation office as soon as it is realized. Cart damage from fire, hot ashes or chemicals is charged to that person no matter when or where the cart was. Sec. 7-14 lets the director set a schedule of charges for lost or damaged carts, collected by direct invoice.
