Summary
Yuma sets exact placement windows for residential trash carts: Section 190-35 requires containers at the curbline or alley by 6:00 p.m. the day before collection, and off the curb again by 6:00 p.m. on collection day itself, with location set by the Director of Public Works.
Residential refuse generators shall place refuse containers on the scheduled collection days at the curbline of the street fronting their property or in the alleys at the rear or side of their property. Actual location and positioning of containers, whether street or alley, shall be as designated and specified by the Director of Public Works in conformity with the method of collection at curbline of any street prior to 6:00 p.m. on the day preceding the day of collection; and after such containers are emptied, they should be removed immediately or no later than 6:00 p.m. on the day of collection.

Full Breakdown
' The Director of Public Works decides which location applies to a given address, street or alley, in conformity with the method of collection used on that route. ' Leaving a cart out longer than that window, or setting it out earlier than the day before pickup, falls outside the section's timing rule. Section 190-19(B) adds the specification side of the same chapter: containers approved by the city must be 'waterproof, equipped with fitted covers, or securely tied, as the type approved for use may require, to provide resistance to animals, insects, varmints and moisture,' so an open, uncovered can does not meet the standard even if it is put out at the right time and place. Both sections carry the penalty at Section 190-99.
Violations & Fines
Putting a cart out before 6:00 p.m. the day before collection, or leaving it at the curb past 6:00 p.m. on collection day, violates Section 190-35 and is punishable under Section 190-99 as a class 3 misdemeanor: up to a $500 fine or one day in jail under the citywide schedule at Section 10-99. A container that is not waterproof or fitted with a proper cover also fails the specification in Section 190-19(B).
