City Code § 190-51 requires every commercial refuse generator to provide suitable and sufficient storage facilities for refuse receptacles with unobstructed access for the collection vehicle. New development, redevelopment or site modification must build in receptacle storage and collection facilities that conform to city specifications, including locating the storage facility on the generator's own property with adequate collection-vehicle access. If the facility is visible from a road, street, parking area or any other area used by the public, it must sit inside an enclosure built to the city's refuse-enclosure specifications, and that enclosure or area may not be used for any other purpose.

Generators must keep the area clean, free of spillage, and in good repair. Separately, § 190-50 lets commercial generators who do not use city-owned containers contract with a private hauler for roll-on/roll-off containers to handle containable solid waste other than garbage, while § 190-19(A) bars roll-on/roll-off containers from being used to collect garbage as defined in § 190-15. Together these sections mean a business can bring in its own roll-off dumpster under contract, but only for non-garbage waste, and only if it is sited and screened the way the city's specifications require.
