Alexandria, VA Trash & Recycling: Bulk Item Disposal (2026)

Section 5-1-41(g) of the Solid Waste Control chapter governs bulk disposal in Alexandria: 'The city will, by appointment, make a special collection of large or bulk items from required user properties or from other properties to which it provides collection and disposal service under this article. A special collection item includes but is not limited to large metal objects, mattresses, and white goods, but does not include automobile parts, rocks, dirt or building materials. White goods shall include but not be limited to refrigerators, stoves, hot water heaters, clothes washers and dryers.

' That fee is billed by the director in a manner and at a time the director establishes. Because a special collection item is defined to exclude automobile parts, rocks, dirt and building materials, those items instead need a private hauler or an approved city disposal site under Section 5-1-73, and dumping them at an unauthorized location risks the general Chapter 1 penalty. Section 5-1-32 separately excludes poisons, acids, dead animals, hospital waste, demolition debris and other hazardous or industrial waste from any city collection, bulk or otherwise, so those categories are never picked up curbside regardless of size.
