Section 31-18A(6) prohibits depositing for City collection any solid waste item that cannot be lifted or loaded by two persons of average size without the assistance of equipment or machinery, meaning bulky furniture, appliances and similar heavy items are barred from the regular curbside stream entirely rather than collected on a special bulk day. The same section also bars rocks, sand, concrete, rubble or similar building materials, dead animals, and explosive or highly inflammable materials from public collection. For yard debris that is collected, § 31-19 requires branches or brush to be securely bundled and limited to four feet in length; loose or easily scattered material generally must go in galvanized metal, wood fiber, plastic or other nonrusting containers, though tied newspaper bundles are exempt from the container rule.

Waste must be set at the curb lawn or gravel shoulder in front of the generating premises, never in the traveled roadway or at a neighboring property, under § 31-20, and cannot be put out earlier than 7:00 a.m. the day before the district's scheduled monthly collection, or before 3:00 p.m. on Sundays, under § 31-21. Anything not collected on schedule must be removed from public view within two days of that collection under § 31-22.
