Municipal Code section 13-12(A) draws a clear line between routine service and bulk disposal: 'the removal of dirt, sod, tree stumps, stones, broken concrete, furniture and appliances and other building materials is not considered to be normal household solid waste service.' Instead, periodic collection of excess solid waste accumulations happens 'on the request of a resident' and is 'handled on a special pick up basis for which an extra charge is made,' and the same special pick-up, extra-charge treatment applies to tree and shrub trimmings that cannot fit in the city-provided yard waste cart.

Section 13-12(B) extends the special-request category to extra pickups of residential, commercial and industrial containers, same-day delivery or removal of temporary bins or roll-off containers, standby time for collection personnel, and same-day return visits for an inaccessible, overfilled or contaminated container, all billed at fees the city council sets by resolution. Household hazardous materials are excluded from this service entirely: section 13-12(C) restricts their disposal to special collection events or sites the city council approves. The city manager or designee decides which waste materials actually qualify for special pick-up under section 13-12(D), and administers routes, schedules and rules for the whole collection system under section 13-13.
