Porterville, CA Trash & Recycling: Pickup Rules & Schedules (2026)

Porterville Municipal Code § 13-7 sets the framework for residential pickup. The city provides collection at frequencies and amounts the city council sets by resolution, and service defaults to curbside unless the city manager or designee authorizes otherwise. Curb customers must place containers at the curb or property line and pull the empty containers back in on the time schedule the city manager sets; alley-service customers follow the identical placement-and-removal-schedule rule but at the property line along the alley, and alley pickup is available only where the city manager's criteria are met. Apartments, multi-unit buildings and, with approval, single-unit homes may use bin container service instead of individual carts.

Section 13-10 adds the day-to-day mechanics. The approach to a city container must stay clear: an inaccessible container simply will not be dumped on its scheduled day, and getting it serviced off-cycle, or returning because it was blocked, carries an extra charge. Overfilled containers or trash piled on top are treated as a hazard to crews and equipment; if a crew can still dump an overfilled container it counts as a special haul with its own extra charge. Compacted commercial waste is billed at a higher rate and may be capped on volume between collection days.

Section 13-13 lets the city manager or designee set and change collection routes and days, and gives that officer authority to resolve any practical difficulty in complying with placement rules. Ignoring the chapter's collection requirements is a misdemeanor under Section 13-24, punishable by a fine of up to $1,000, up to six months in county jail, or both.
