Porterville, CA Trash & Recycling: Dumpster Rules (2026)

Porterville Municipal Code § 13-11 governs where commercial dumpsters and bin-type containers may sit. Subsection A requires a concrete bin pad six inches thick and six feet by ten feet for each bin, poured level with the surrounding ground so it is neither too high nor too low, plus a fence erected around the bin pad storage area built to specifications set by the city manager or designee. That pad-and-enclosure rule applies regardless of the container's cubic-yard capacity, so a small bin and a multi-yard roll-off both need the concrete base.

Subsection B carves out an exception for short-term cleanup: temporary bin service at a residential or commercial site does not require a pad or enclosure, but it cannot substitute for a property's permanent disposal service, and the city manager can order a temporary bin removed immediately if its location or on-site duration becomes a public nuisance.

Moving or servicing a container outside the normal schedule costs extra. Section 13-12.B lists same-day delivery, emptying, removal or relocation of temporary or permanent roll-off containers among the chargeable special requests, billed at rates the city council sets by resolution. Section 13-13 gives the city manager or designee the right to inspect any premises to confirm compliance, and anyone who denies or obstructs that inspection faces the chapter's penalties.

Those penalties are set out at Section 13-24: violating any provision of Chapter 13, or wilfully refusing to comply with the city manager's rules, is a misdemeanor punishable by a fine up to $1,000, up to six months in county jail, or both.
