Porterville runs its residential solid waste collection under Chapter 13 of the Municipal Code, and Section 13-7 spells out where the cart has to sit. Curbside is the default: Section 13-7.A puts residential service at curbside unless the city manager or a designee authorizes something else, and Section 13-7.B makes the customer responsible for putting the container out at the curb or property line and bringing the empty container back in "in accordance with time schedules" the city manager sets, rather than a fixed hour written into the code itself. Customers on alley service instead place their containers at the property line along the alley under Section 13-7.C, and that service is only available where the city manager's criteria for it are met.

Multi-unit and commercial properties that use bin container service, rather than individual roll-out carts, face an added screening requirement: Section 13-11.A requires a fence around the bin pad storage area, built to city specifications, along with a six-inch concrete pad sized six feet by ten feet for each bin. General provisions in Section 13-10 also require the approach to any city-furnished container to stay clear, since an inaccessible container simply won't be dumped at the scheduled time and a return trip triggers an extra charge. Overfilled containers face the same risk of being skipped.
