Bulk and large-item disposal is addressed by Section 50.08 of the Rio Rancho Municipal Code (Special Collection Services). Upon request and for a fee, the contractor shall collect bulky and large solid waste including but not limited to furniture and appliances, and may assess a reasonable charge based on the average hourly cost of equipment and labor for the time required. Solid waste that is too long or bulky to be placed in the required containers must be prepared for collection by compressing the rubbish as flat as practicable, or breaking or cutting it into shorter lengths, and securely tying it in a bundle not exceeding 4 feet in length and 50 pounds in weight. Light packing materials, easily scattered materials, garbage, and material not defined as rubbish may not be included in the bundle. Separately, the City provides free landfill disposal for Rio Rancho residents: per the City's Waste Management Services information, residents may dispose of up to 1,000 pounds at no charge once per month during operating hours, with additional weight charged at normal gate rates. White goods (refrigerators, ranges, washers, water heaters, freezers, and other large appliances) are defined in Section 50.03. For household hazardous items such as electronics, paint, and batteries, Waste Management offers a separate At Your Door Special Collection service scheduled by phone. Chapter 50 violations are punishable by a fine of $25 to $500 per Section 50.99.
Setting out bulky items for regular collection without arranging special collection, or bundling rubbish in pieces exceeding 4 feet long or 50 pounds, does not comply with Sections 50.08 and 50.07. Hazardous and special wastes may never be placed in regular containers.
