Sec. 06 makes it unlawful for anyone except duly authorized city collectors or private haulers licensed under the code to collect or remove garbage or rubbish anywhere in Akron, or to use city streets and alleys to gather or haul it. Sec. 15 then requires the owners of single-family, two-family, and three-family freestanding buildings to participate in the city's combined curbside refuse program or arrange equivalent service from a licensed private hauler; every unit in a two- or three-family building must independently subscribe and pay.

Sec. 16 extends the same participation duty to owners of any property with more than one household, requiring service for every household on the property. 50 per month under Sec. 30 for properties carrying the Ohio Homestead Exemption, with a 10 percent penalty added to bills not paid by the due date; the fee is indexed each January 1 to the Municipal Cost Index, capped at a 50-cent annual increase (25 cents for Homestead accounts). Sec. 17 lets the Director of Public Service exempt a specific property from the charge, but only after the owner files a sworn affidavit stating no city collection occurred that billing period and why, understanding that a false affidavit is a prosecutable offense.
