2 defines a 'large storage or waste container' broadly: any vessel over ninety-six gallons used to store material for reuse or disposal later, which sweeps in PODS-style portable storage units, storage cubes, cargo and shipping containers, roll-off containers, bagsters, and dumpsters. The rule applies inside a 'residence district,' meaning street frontage that runs at least three hundred feet lined with residences or a mix of residences and businesses. Within that district, a container can stay on a single parcel for no more than thirty consecutive days, and across the whole calendar year, no more than ninety days total, so someone doing a slow renovation can't just swap containers to dodge the thirty-day cap.

Only one container is allowed on a parcel at a time, and none of them can sit on a City street, sidewalk, or right-of-way regardless of how long. Whoever maintains the container also has to keep it from becoming unsafe, unsanitary, or a nuisance, and has to secure it against curious kids or trespassers with latches, locks, pins, or similar hardware whenever that's possible. The section carves out an exception for waste containers permanently serving multi-unit apartment buildings or commercial properties, along with sheds, storage buildings, and compost enclosures that are properly built and maintained; none of those count toward the residential thirty- or ninety-day limits.
