Article III of Chapter 78 sets up Cicero's municipal garbage collection program for smaller residential properties. Section 78-79 spells out three duties for the owner of any residence or apartment building of four dwelling units or less: use the refuse containers the superintendent of public works designates by regulation, pay the collection and disposal charge the town levies under Section 78-77, and actually use the collection and disposal service the town has under contract with its licensed waste haulers rather than some outside arrangement. 15 per residential unit every two months, billed onto the water bill and due on receipt, though the fee is waived entirely for dwelling units owned and occupied by a senior citizen (62 or older) or a person the Social Security Administration has declared disabled, once the resident files the required proof with the water department, updated annually for disabled residents.

Section 78-82 lets the superintendent of public works adopt rules and regulations for the storage, placement, pickup and disposal of wastes, which is where day-to-day scheduling details come from. Bills not paid within 25 days carry a 20 percent penalty under Section 78-83, and Section 78-81 authorizes the superintendent of water to shut off water service to collect unpaid waste charges. Any unpaid charge also becomes a lien against the property under Section 78-80. Failing to use the town's assigned containers or hauler, or refusing to pay, is a Section 78-79(b) violation carrying its own fine.
