Cicero, IL Trash & Recycling: Dumpster Rules (2026)

Section 78-12 of the Cicero Code regulates dumpsters and dumpster bags used for construction and demolition debris. Anyone applying for a town permit to build, add to, alter, repair, remove, demolish or install a building or structure must arrange for a dumpster to hold the resulting trash, debris, refuse or construction materials. That dumpster has to sit inside lighted safety barricades, rest on a protective surface such as plywood to shield the pavement underneath, and cannot stay at one location longer than 60 calendar days; nothing loaded into it may stick up past the top edge.

For smaller jobs, alteration, repair, clean-out or remodeling of an existing building, the building commissioner may instead allow a dumpster bag permit at his sole discretion. A dumpster bag can never sit on the public right-of-way, street, alley, parkway or any town property, is limited to no more than seven days at a location, cannot be loaded above its top edge, must be ringed with safety barricades and covered with plywood boards if the public can reach it, and the applicant must confirm a licensed solid waste company will haul it away.
