Article II of Chapter 78 governs private scavengers, the licensed haulers who collect garbage from Cicero's hotels, restaurants, commercial properties and larger residential buildings, and Section 78-47 sets the one hard clock rule in that article: collection cannot start before 6:00 a.m. on any property developed for residential use or on a property that merely abuts a residential property. The rule reaches beyond the customer's own lot, so a scavenger can't dodge it by claiming the collection point itself is commercial if a house or apartment building sits next door.

The town backs the restriction with its own penalty scale, separate from the Code's general fine: a minimum of $100.00 and a maximum of $750.00 for each violation. Section 78-47 sits alongside the rest of Article II's scavenger licensing scheme: Section 78-44 requires anyone hauling garbage, offal, manure or similar waste for hire to hold a board of trustees license backed by a $20,000.00 bond, Section 78-46 obliges every licensed scavenger to notify the department of public works within two business days if a customer's collection contract is cancelled or interrupted, and Section 78-8 separately bars leaving a loaded garbage cart or truck standing near an occupied building for an unreasonable length of time.

Together these sections give Cicero residents a specific, enforceable floor on how early truck noise and activity can start on their block, plus a licensing and bonding backstop if the hauler itself misbehaves.
