Summary
Schaumburg residents must have residential waste and recyclables at the curb by 7:00 a.m. on collection day, and cannot set containers out before 6:00 p.m. the night before during April through September, or before 4:00 p.m. the rest of the year, under Village Code § 96.07(A)(3). Empty receptacles must come back off the parkway the same day they are collected.
Waste receptacles may be placed at the curb for pick up on those days when such waste and recyclable material is to be picked up by the residential refuse and/or recyclable collector. To guarantee garbage pick up, such residential waste and recyclable material shall be placed at the curb by 7:00 a.m. on the day of pick up. It shall be unlawful to place any residential waste or recyclable material out before 6:00 p.m. the day preceding the pick up day during the months from April 1 to September 30, and before 4:00 p.m. the day preceding the pick up day for the months from October 1 to March 31.

Landscape waste bags get a narrower storage window at the side of a building: only during the regular yard waste season of April 1 to November 30, and only for one collection cycle not to exceed seven days. Bushel baskets may hold small amounts of earth, sod, rocks and do-it-yourself building debris, but cardboard boxes are never an approved receptacle for storage or collection of residential refuse or recyclables.
Bundles of brush and branch cuttings must be neatly stacked alongside the approved receptacles rather than left loose. Any receptacle the department of community development finds unapproved or defective can be collected as refuse by the village or the hauler if it stays on public property after notice.

Setting waste out before the allowed hour, leaving empty receptacles at the curb past collection day, or storing containers somewhere other than behind the building, in the garage, or screened at the side violates § 96.07, enforced by the director of community development.
