Section 86-16 governs premises serviced by Village refuse crews and covers containers, ownership, and placement together. Locations serviced by Village crews must use only Village-provided containers for putrescible waste and recyclable materials, and those containers remain Village property that must stay at the property they were originally issued to; garbage cans that do not meet Village standards are subject to removal. Containers issued for a residential property may only hold waste generated on that property, contractor-generated construction and remodeling debris must be removed by the contractor rather than placed curbside, and do-it-yourself project waste must follow the Village's refuse policy instructions.

of the day prior to the scheduled collection date, and containers placed at the curb must be removed from the public way the same day as the pickup; the same timing rule applies to alley pickup locations that are not directly adjacent to a resident's property, such as townhomes. On weight and packaging, waste must be packaged, stored or bundled so that two people can carry it away or load it efficiently, the weight of waste material including the container cannot exceed 200 pounds (90 kg), and bagged or boxed items placed outside the container cannot exceed 50 pounds each.

All waste must be placed in open space on the owner's property or on the Village parkway adjacent to the property, in a spot conveniently accessible to the Village or its contractor at ground level. These placement and weight rules were most recently amended by Ordinance No. 25-2-C-4732 on February 18, 2025.
