Section 8.20.060(A) requires each owner and each occupant of residential and multifamily premises to dispose of solid waste through the services of a city-authorized waste hauler, with design capacity set at three standard ninety-six-gallon roll-out carts per residential unit. Section 8.20.130(A) fixes residential collection hours between 7:00 a.m. and 7:00 p.m., Monday through Friday. Section 8.20.130(B) applies the same 7:00 a.m. to 7:00 p.m., Monday through Friday window to commercial collection where truck noise could be audible in a residential area, though the city manager may grant site- and route-specific exceptions at an operator's request; commercial solid waste in commercial zones must be collected at least once a week, and food preparation businesses must have food waste removed at least twice a week.

Section 8.20.080(A) makes unpaid residential charges a debt and a lien on the property, and if payment is not made within sixty days of billing under Section 8.20.080(B), the hauler may suspend service. Every collection is also required to be made as quietly as possible under Section 8.20.140.
