Section 8.20.110(C) requires every commercial or multifamily container to sit where collection crews can reach it without obstructing public areas or rights-of-way, and without conflicting with a location the community development department or another city department has designated; the containers and storage areas must be screened from public view, including in an alley. Where a container enclosure is required, Section 8.20.110(F) specifies a concrete block wall on three sides with a twelve-foot clear gate opening and a twelve-foot interior pad width and depth, standing between seven and ten feet tall, with solid metal gates that open to at least one hundred eighty degrees.

Section 8.20.110(A)(1) separately lets a residential owner or occupant request roll-off service from the city's franchised hauler for temporary bin needs, while Section 8.20.020 defines a roll-off box as ten cubic yards or larger. Enclosures built under CalGreen must also provide recycling space per Section 8.20.110(F)(3), and stormwater rules in Section 8.20.110(G) require enclosures to be covered and plumbed to the sanitary sewer so wash-out water and spills do not reach the storm drain.
