Inglewood, CA Trash & Recycling: Dumpster Rules (2026)

Inglewood Municipal Code § 7-26 protects the City's exclusive refuse and recycling franchise by making it unlawful for anyone other than the City or its licensed private collector to gather, collect, transport or charge a fee for hauling refuse or recyclable material within city limits; the ordinance defines 'container' broadly to include a receptacle, bin, box or roll-off, so the rule reaches commercial dumpsters and construction roll-offs, not just curbside cans. When the City finds an unauthorized container on a property, it must post a notice of violation both on the container and in a prominent place on the property, try to hand a copy to whoever is in charge of the premises, and call the phone number listed on the bin if one exists.

The notice has to state the violation date, location and time, the code section violated, and that the container must be gone within forty-eight hours of posting; if it's still there after forty-eight hours, the City may impound it. Anyone impounded can appeal to the City Administrator in writing within fourteen days, triggering a hearing within thirty days and a final written decision within thirty days after the hearing closes. A container not retrieved within thirty days of impound, or an appeal not filed within fourteen days, is deemed abandoned and the City can dispose of it at its discretion.

The same section separately makes it unlawful for anyone other than a City employee, the container's owner, or an authorized private collector's employee to interfere with, move or remove the contents of any residential or commercial refuse or recycling container, protecting properly placed dumpsters from tampering as well as regulating unauthorized ones.
