060(D)(1). 025(B) require structurally sound, watertight construction, four operative wheels for one-person movement, adequate drainage or a plug, a lid that prevents contents from escaping, the service address displayed in letters at least four inches tall, signage banning hazardous, infectious or liquid waste, and a loaded weight ceiling of 1,250 pounds; a standard two-cubic-yard bin is treated as equal to five 100-gallon carts for billing. Owners must keep bins clean, sanitary and graffiti-free. 060(D) depends on location: bins set in an improved alley must sit on a hard, level surface, while bins placed at the curb or parkway go in the gutter with the lifting spindles against the curb so City collection trucks can service them; the Director of Public Works can require carts instead of bins where conditions warrant, and each account may only set out the number of bins or carts established for that account. The City may also affix a sticker to commercial bins showing the authorized service day and container capacity.
