Section 9-4, titled Collection, sets the baseline pickup frequency for Article 1 of Chapter 9, Waste and Litter: acceptable solid waste, meaning ordinary garbage and refuse the Town is permitted to collect and dispose of at licensed facilities, must be removed at least once a week, in either an approved container (covered and watertight, Section 9-1(2)) or an approved vehicle (a fully enclosed metal-bodied truck approved by the Superintendent, Section 9-1(3)). The once-a-week floor can be raised, not lowered, since the section lets the Superintendent of the Department of Public Works or the Director of Health require more frequent collection where needed.

Section 9-5 carries the schedule forward into disposal: all acceptable solid waste collected under Section 9-4 must be transported to the Town's Holly Hill disposal area, and licensed waste collectors pay a per-ton tipping fee set by the Board of Selectmen after consulting the Commissioner. Section 9-7 requires anyone who collects and transports acceptable solid waste to the disposal area to hold a one-year license from the Superintendent, and Section 9-8 lets the Commissioner revoke that license, after a hearing, for noncompliance with the Code.

Residents who haul their own waste directly to the transfer station instead of using a collector pay a twenty-five dollar annual permit fee or a ten dollar single-entry fee under Section 9-5.
