Sec. 12-21 makes solid waste and recycling service mandatory alongside water service: residential customers "shall establish service at the same time the customer's water account is established," and must post a deposit under Sec. 2-201 before service begins. Residents "are required to make full payment for solid waste and recycling services at the time of payment for water and sewer services," and the Code bars partial payments for solid waste or recycling separate from the water bill. If a home doesn't have city water or sewer service, the resident must contact the city's customer service division at 151 West Church Street to arrange solid waste and recycling service and post the required deposit before collection begins.

Sec. 12-23 sets the actual collection schedule: schedules for residential solid waste and recycling are "determined by the city and the franchisee," and residents must contact the franchisee directly to confirm their specific pickup day. All solid waste and recyclable materials must be at the designated curbside or alley collection point by 7:00 a.m. on the collection day. Containers cannot go out more than 24 hours before the scheduled collection date and must come back in within 24 hours after pickup. Bulky waste pickup requires advance arrangement with the franchisee, and any missed collection has to be reported directly to the franchisee as soon as it's discovered, not to the city.
