5, added as a local amendment to the adopted building code, applies to outdoor receptacles, defined to include dumpsters, temporary use dumpsters, recycling storage containers, donation containers, trash compactors, and similar equipment, placed on non-residential, multi-family, or mixed-use zoned property after the ordinance's passage. 1 makes it unlawful for any person, firm, or corporation to erect, place, maintain, or operate an outdoor receptacle without first getting approval from the Neighborhood and Inspection Services Department, and applicants must submit a drawing showing the location, size, and number of receptacles before placement.

2 sets the physical standards: receptacles must be screened on three sides by a minimum six-foot masonry wall matching the primary building's material, the service opening can't face a public street or right-of-way unless the director approves a different layout because of site constraints, the unit must sit on a concrete or asphalt surface, must be located behind the primary building's front facade, and can't be placed in utility easements, fire lanes, public rights-of-way, required parking or loading spaces, maneuvering lanes, access easements, or landscape areas.

3 requires receptacles to be sized to hold all material between scheduled pickups, bans any overflow, and puts cleanup responsibility on the property owner. 3 governs temporary use dumpsters of five cubic yards or less at residential construction or house-clean sites: one dumpster per site, up to 30 days, two allowances per calendar year, a possible 30-day extension from Code Enforcement, and removal within five days of permit expiration, final inspection, or certificate of occupancy.
