Port Orange, FL Trash & Recycling: Collection Schedule (2026)

Section 56-29(c) of the Port Orange City Code makes the issuance of a certificate of occupancy prima facie evidence of the need for garbage, recycling and yard waste service, meaning every residential or commercial property in the city is charged the monthly rate adopted by council resolution regardless of whether the service is actually being utilized. That charge is billed to the owner or customer of record and may be prorated on the initial and final utility bill to reflect actual days of service. Landlords of mobile home and trailer parks served through a master water meter get a partial carve-out: Section 56-29(d) requires them to declare vacant lots by the 15th of each month so those lots are billed the vacant lot rate instead of full service, and the owner must immediately notify the city once a reported vacant lot becomes occupied again.

Rates themselves are not fixed permanently: Section 56-29(b) directs the city council to adjust them annually by the change in the Bureau of Labor Statistics' garbage and trash collection Consumer Price Index, capped at five percent, applied to bills dated on or after October 1 each year. Because service is mandatory rather than opt-in, collection actually runs on the twice-weekly garbage schedule and once-weekly recycling and yard waste schedule fixed in Section 56-27, and nonpayment does not simply lapse the account: Section 56-29(e) lets the city manager disconnect both water and garbage service until all unpaid charges and reconnection fees are settled.
