A. The Village of Ridgewood Division of Solid Waste Control shall collect solid waste from designated premises in the Village. The Village Manager is authorized and empowered to adopt rules and regulations from time to time in the interest of the public health, safety and welfare governing collection procedures and the manner, time and location of the placement for collection. Any such rule or regulation shall become effective after publication once in a newspaper circulating in the Village, and all rules and regulations shall be kept in the office of the Village Clerk for examination by the public during regular business hours. ... B. In the event hazardous collection conditions exist along a collection route, as determined by the Village Manager, Director of Operations, Supervisor of Operations, Supervisor of Sanitation, or the Director of Public Works, or their designees, the Village shall suspend collection of solid waste and recyclables on all or part of that route until such time the hazardous collection conditions have been fully ameliorated so as to not cause injury to Village employees.
