0405, Wis. , and places the collection and disposal of ashes, garbage, rubbish, and refuse under the supervision of the Village Board, with day-to-day operations delegated to the Administrator of Public Works; the Village can also layer on further rules through a contract with a hauling service provider. Section 464-4 requires every owner, tenant, or occupant producing garbage to keep enough containers to hold what accumulates between pickups, and a container with ragged, sharp, or otherwise hazardous defects must be replaced immediately or can be confiscated.

Only containers designated by the Village or its contractor may be used for curbside collection. Timing is specific: containers can be set at curbside no sooner than the evening before the regular collection day, and every container must be removed from the curbside point within 24 hours after the regular collection time, so leaving cans out for days at a stretch is itself a violation independent of what is inside them. Bulky items generally must be broken down to fit inside a container, or disposed of through the Village's contractor or a direct drop-off, since Chapter 464 lists items like construction debris, yard waste, and major appliances as noncollectible through the regular municipal service.
