Sec. 7-11-3(d)(6), part of Chapter 7's landscape and buffering standards, requires screening for dumpsters, loading docks, mechanical equipment, residential garbage containers over four in number, and utility structures whenever they're visible from a public street or an adjacent property line, unless an intervening building or bufferyard already blocks the view. Enclosed outdoor storage areas larger than 25 square feet get the same treatment. The code allows two screen types: a continuous hedge of evergreen or densely twigged deciduous trees planted in a seven-foot-wide strip spaced no more than eight feet apart, or a fence or wall at least six feet tall with its finished side facing the abutting property or street; fences longer than 25 linear feet also need supplemental tree and shrub landscaping in a five-foot planting strip to screen at least half the fence.

Enforcement runs through Sec. 7-11-3(f), 'Compliance and maintenance': landscaping, including dumpster screening, must be installed and inspected by the city before a certificate of compliance is issued. If weather or season prevents planting on schedule, the developer can instead post a bond, irrevocable letter of credit, or other financial surety equal to one and one-half times the estimated installation cost, valid for up to 12 months, to guarantee the screening gets built.
