Darlington County, SC Trash & Recycling: Dumpster Rules (2026)

Darlington County Code § 50-41(a)(3) sets the security standard for bulk containers, defined at § 50-39 as garbage collection service using two-cubic-yard or larger disposal containers with lids, the equivalent of a commercial dumpster or roll-off box. Each bulk container must carry a lid or door and must be secured against unauthorized entry or use, either by a lock or by secured fencing around the container. A bulk container may be used only for waste generated by the operations of the container's own owner or lessor, so third parties may not dump into a neighboring business's dumpster.

For industrial approved waste or approved special waste, interior storage under supervised conditions is treated as sufficient security in place of a lock. Section 50-41(a)(2) separately covers commercial contract collection: if a business uses bulk container service rather than curbside/mailbox pickup, the same lid-and-security requirement applies, and industrial collection must keep special waste containerized separately from other waste. Transportation of the container's contents is governed by § 50-41(b), which requires collection vehicles to be sanitary, leak-proof and marked with the hauler's name, capacity and county dumping permit number, and kept covered in transit to prevent spillage.
