Darlington County, SC Trash & Recycling: Recycling Requirements (2026)

Darlington County's fee schedule, adopted at § 2-412(7), levies a Recycling/Solid Waste Service Charge of $70.00 annually on all residential properties in the county, including mobile homes and farm residences. For multi-unit housing the charge is levied per unit: individual residential units in apartments and duplexes and individual mobile home parking spaces in mobile home parks each carry their own $70.00 charge. The service charge is added to the annual tax bill of the property owner and collected on the same schedule and under the same procedures as county property taxes.

If the charge goes unpaid, it becomes a lien against the property, ranking ahead of every other lien or encumbrance except the lien for property taxes, and it accrues the same interest and penalties that apply to delinquent property taxes; the code notes this lien method is not the exclusive way the county may enforce collection. That flat charge funds access to the county's manned recycling and solid waste convenience stations described in § 50-41(a)(1)b, where recyclables and approved solid waste are accepted from county generators and tourists. Separately, non-municipal haulers dropping off yard debris pay a tonnage rate of $42.00 per ton under the same fee schedule.
