" The franchise is non-exclusive under § 6-222(b), meaning the city can authorize multiple private roll-off companies rather than a single monopoly hauler, and applications go through the City Clerk with company information, business-organization details, and other materials specified by the Director under § 6-222(d). Once a roll-off box is delivered to a property, § 6-204(e) requires it to be "labeled in such a manner that prominently displays the collection agent's or roll-off collector's name, local telephone number, a unique container identification number, and a list of acceptable materials," with temporary magnetic or detachable signage allowed.

If a container doesn't carry that labeling, § 6-204(f) lets the city tag it for removal, give the owner fourteen calendar days' notice, and then remove, process, or dispose of its contents, billing the owner for the city's removal and processing costs, due within another fourteen days, or the city becomes the container's owner. The city also reserves its own roll-off service for city facilities, parks, and city-sponsored special events under § 6-222(a), separate from the private franchise system.
