Greenwood, IN Trash & Recycling: Dumpster Rules (2026)

Section 6-291(g) of the Property Maintenance Code adds dumpster-specific rules on top of the general garbage and refuse standards. Every dumpster, defined elsewhere in the code as a large metal bin hoisted onto a truck for emptying, must stay in sound, weather-tight, good repair so it doesn't itself become a nuisance under Chapter 6, Article 6. For dumpsters on residential properties, on properties zoned residential under the Greenwood Zoning Code, or on commercial properties adjacent to residential properties, three placement rules apply: the dumpster must sit in a dedicated spot behind the front building line except while it is actively being emptied or used for an ongoing construction or improvement project; corner lots may not place a dumpster in front of the building line facing either street; it must rest on a hard, uniform surface covering its full footprint, never on grass; and it must be enclosed by a fence or screen tall and solid enough that it cannot be seen from the street, kept closed except when the hauler is emptying it.

Those same dumpsters can only be emptied between 7:00 a.m. and 9:00 p.m., limiting early morning or late night hauler noise near homes. Property owners who hire a private commercial trash hauler instead of the City's contracted service, under § 6-305, must also confirm that hauler is licensed under § 4-112 and follows the pickup-time rules in Chapter 4, Article 2, Division IX.
