113 of the Modesto Code of Ordinances governs where and how commercial dumpsters and bin enclosures sit on a property. Any solid waste, recyclables, or organics generated on a Commercial Premises or Multi-Family Dwelling with an enclosure or room must be stored there whenever it is not set out for collection. Any commercial or multi-family project constructed, enlarged, or structurally altered after January 1, 2023, meaning any change to bearing walls, columns, beams, or girders, must provide a Solid Waste Enclosure or Solid Waste Room, though the Director of Public Works can grant a waiver.

The building permit application itself must show the collection vehicle's path of travel to the enclosure, sized for the required width, turning radius, and overhead clearance, and the Director can require redesign if that path is inadequate. 111. Enclosures must be secured against unauthorized dumping and tampering while still staying accessible to the hauler during posted collection hours; if a hauler has to make an extra trip because an enclosure was left locked, the collection company can bill the property for that additional trip. Every development project subject to a building permit application must also conform to the state model ordinance adopted under the California Solid Waste Reuse and Recycling Access Act of 1991. 106(c).
