110 sets the baseline rules for how solid waste containers, including the blue recycling container, must be kept and used citywide. Subsection (a) makes it unlawful for anyone occupying or controlling premises where solid waste is generated to fail to provide a sufficient number of each approved standard container, and requires that all containers be kept in good, usable, and sanitary condition at all times.
