Modesto requires all residential customers to use a three-container system β black (trash), green (organics), and blue (recycling) β collected by city-contracted haulers. Containers must be curbside by 6 AM on collection day and must not remain in the public right-of-way more than 24 hours before or after service.
MMC §§ 5-5.109 and 5-5.120 govern solid waste collection in Modesto. All occupied residences must subscribe to three-container service. Black containers (trash) are collected weekly; green containers (organics, including food scraps and compostable paper) are collected weekly; blue containers (recycling) are collected bi-weekly, alternating by even/odd address number. Containers must be placed curbside by 6:00 AM on collection day, positioned at least 3 feet from obstructions and 1 foot apart, with handle toward the home. Lids must be closed; no container may exceed 100 pounds. MMC § 5-5.120 prohibits containers in the public ROW except within 24 hours before and after service. Contaminated green containers must have less than 1% non-organic material to be accepted.
Illegal dumping under MMC Β§ 5-5.105 carries a progressive fine schedule: $1,000 first violation, $1,500 second, $2,000 third within 12 months. Improper container use may result in administrative fines per the Fines and Fees schedule.
