Summary

Norwalk requires every commercial and industrial business to designate and maintain a solid waste container location on its own premises and keep that area clean and free of stray refuse. Municipal Code Section 8.48.540 places that upkeep duty on whichever party, the collector or the business, actually owns the container.

Solid waste containers provided by the collector shall be maintained in a clean and sanitary condition by the collector. Solid waste containers which are not provided by the collector shall be maintained in a clean and sanitary condition by the commercial/industrial business owner. Every commercial/industrial business owner shall provide a solid waste container location on the commercial/industrial premises and shall keep the area in good repair, clean and free of refuse outside of the container. Every collector shall remove any solid waste or litter that is spilled or deposited on the ground as a result of the collector's emptying of the container or other activities of the collector.

Full Breakdown

540, commercial and industrial solid waste containers supplied by the hauler must be kept clean and sanitary by the collector, while any container the business owner supplies instead must be kept clean and sanitary by the owner. Either way, every commercial or industrial business owner must provide a container location on the premises and keep that area in good repair, clean, and free of refuse outside the container itself, and the collector is separately required to remove any waste or litter it spills while emptying the bin.

530 governs the containers themselves: businesses may either supply their own bin or use the collector's standard container, sized at two, three, four, six or eight cubic yards, or, for larger operations, a 15, 25, 30, 40 or 50 cubic yard roll-off box or compactor. Any collector-supplied container must display the collector's name and phone number in letters at least one inch tall. 560 addresses businesses that outgrow standard service: where solid waste volume requires more than three containers, or needs special handling, the business owner and collector must arrange terms directly, and if they cannot agree, the City Manager decides the method of service, including authorizing a different hauler until the regular collector can meet the need.

Violations & Fines

Letting refuse accumulate outside a commercial container or failing to maintain a designated container location in good repair violates Section 8.48.540. Breaking, roughly handling, or destroying a collector-owned container after collection violates Section 8.48.550. Businesses that need more than three containers or special handling and bypass the arrangement process in Section 8.48.560 risk the City Manager stepping in to reassign the method of service.

Frequently Asked Questions

Who is responsible for keeping a commercial dumpster area clean in Norwalk?
The business owner. Section 8.48.540 requires every commercial or industrial business to provide a container location on its premises and keep that area in good repair, clean, and free of refuse outside the container, regardless of whether the collector or the business supplied the bin itself.
How big can a commercial dumpster be in Norwalk?
Standard commercial containers run two, three, four, six or eight cubic yards under Section 8.48.530's definition. Larger operations can use a 15, 25, 30, 40 or 50 cubic yard roll-off box or compactor. Businesses may supply their own container or use one provided by the City's collector.
What happens if my business needs more than three dumpsters?
Section 8.48.560 kicks in once solid waste volume requires more than three containers or needs special handling. The business owner and collector must work out arrangements directly; if they cannot agree, the City Manager decides the method of service and can authorize a different hauler until the regular collector can accommodate the need.
