Dumping. No person shall dump solid waste on any lot or property within the City unless said dumping complies with all Federal, State and local restrictions...Except as otherwise provided by law or ordinance, a person convicted of a violation of this Code shall be punished as follows: (1)For the first offense, by a forfeiture of not less $10.00 nor more than $500.00, plus costs of prosecution.
