No person shall place any solid waste in any street, alley or other public place or upon any private property, whether owned by such person or not, within the city limits except in proper containers for collection or under express approval granted by the director. ... Failure of the property owner to move any existing accumulation of solid waste on any premises within seven days after due notice of the same from the director shall be deemed a violation of this chapter.
