Albany, OR Trash & Recycling: Pickup Rules & Schedules (2026)

Pickup rules in the City of Albany, Oregon, come from Albany Municipal Code § 3.28.140, the Public responsibility section of the franchise chapter that governs Albany-Lebanon Sanitation. The section states its purpose: to prevent recurring back and other injuries to collectors and other persons and to comply with job safety regulations.

The can standard is specific. No garbage can shall exceed 60 pounds gross loaded weight nor 32 gallons in size. Only round garbage cans shall be used, and the code adds that cans should be tapered with a smaller bottom than top opening. Sunken refuse cans or containers shall not be used in new construction. To protect against injuries to users or collectors, and against damage and spilling during cold weather, all cans shall be rigid, rodentproof and fireproof.

Where the can goes matters as much as what it is. Paragraph (2) protects the privacy, safety, pets and security of customers and limits legal and physical risk to collectors by requiring a residential customer to place the container to be emptied outside of any locked or latched gate and outside of any garage or other building. Paragraph (1)(d) puts safe access on the user: the user shall provide safe access to the pick-up point so as not to jeopardize the safety of the driver of a collection vehicle or the motoring public. When the City Council finds that a private bridge, culvert or other structure or road cannot safely carry the weight of the collection vehicle, the collector shall not enter it and the user shall provide a safe alternative access point or system.

Billing and service continuity are covered nearby. Under § 3.28.140(6) anyone who receives service is responsible for paying for it, and a property owner who has been notified in writing of contingent liability answers for an occupant's unpaid service. Under § 3.28.110 the franchisee cannot stop service unless the street or road access is blocked with no alternate route, excessive weather makes service unduly hazardous, a customer has not paid after a regular billing and a 15-day written notice, or ninety days' written notice is given to the Council and affected customers with written Council approval. Section 3.28.070(1)(e) requires the franchisee to respond to any written complaint on service. This section prints no collection day, time or set-out hour.
