Chapter 287, Article I of the County Code sets the collection baseline for the unincorporated area (incorporated Las Cruces, Sunland Park, Mesilla and Hatch run their own systems). Under Section 287-4(B), any private sanitation company servicing a property must provide collection on at least a weekly basis, or more frequently if necessary to keep the premises free of solid waste, and storage containers between pickups must be designed so as to fully enclose and contain the solid waste, and must be leakproof. The same weekly-service and sealed-container standard applies to commercial users under Section 287-4(C), unless a commercial user qualifies for the self-service exemption by following New Mexico Solid Waste Management Regulations on its own.

Residents who are not served by a private hauler, and who generate only normal residential waste from a single-family dwelling, may instead haul their own waste to one of the County's eight convenience stations (for example the Hill center at 9293 Del Rey Boulevard or the Anthony center at 2120 East O'Hara Road) rather than subscribing to curbside pickup; commercial users and private haulers are barred from using those convenience stations. Section 287-3 separately makes it unlawful to let solid waste accumulate on any property outside these authorized methods, or to sweep, dump or scatter waste onto streets, alleys, arroyos or drainage. Multiple-family dwellings are treated as commercial users and must meet the commercial service and container rules, not the single-family convenience-station option.
